And I was thinking of having 2 galleries with 16 pics each, will I have a problem for having "too many pics"?

Minimum is usually 20 pics, I don't know that a lot of LLs will decline you just for having 32 pics, but check each LL, some do have rules about this. BUT why give away the farm? too many pics & your surfer gets off and goes away. It's a judgement call, imo but in freesites - TEASE, DON'T PLEASE

Also, should gallery 1 always have as much pics as gallery 2?

I will sometimes put differing #s of pics on each gallery for natural flow ie: there's an obvious transition pic or one I want the gallery to end at. I don't go too far off, like 10 pics on one & 20 on the other, I try to keep it fairly balanced. That's just me, although most free sites I see have pretty close to or the same #s on each gallery.

And can they have different designs? How about different sponsors?

Stick with the same colors, bkground etc for each gallery, most LLs don't like it if the galleries look totally different. Mix up the layout of the pics/ads if you want to keep the surfer interested.
Sponsor stuff is up to you as long as you keep to the outgoing link rules. Personally, I generally only use one sponsor, why give too many choices? + I think it's a credibility thing...if you're promoting THE BEST (whatever) SITE ON THE NET, then why do you need another one on there too?
the only time I think this really works is if you add a totally different sponsor ie: your main one then a free email one, or pills etc.
I use my 2 sponsor links for 1 sponsor, then add a link to my LL for the 3 links. If they don't go to the paysite, at least I can try to sell them something else at my LL or make a new bookmarker.

Keep in mind that this is only my opinion
If you surf around the LLs where you want to be listed you'll see lots of different ways to do it.
