Not only don't they read the rules, they don't read the reject e-mails. The first few times I give a reason in the reject, after that I just reject without giving a reason (they still get an e-mail, though). Still they keep submitting with the same violations. I must have rejected this one guy more than fifty sites in a row, yet he keeps submitting.
