Tagging and social bookmarking questions?

Been scouring the boards trying to figure out tagging and social bookmarking for a new blog I am going to create. Am somewhat cofused though. Are these two things one in the same?

I also am reading alot about Technocrati. Do I have to point my tag links to them? If not do I have to point them to another internal page on my blog (which I don't necessarily want to create)?

Is there a site that clearly explains all this?
