Moving Recip Links To Main Page?

Maybe a dumb question, but if google is starting to recognize recip links on the index page of freesites, has anyone thought of allowing the recip tables on the main page?

That is, if google recognizes a direct link exchange from the link list page to the index and the link back as a recip, would moving the recip to a non directly link to page, such as the main page, keep from possibly receiving penalties?

This could lead to less traffic going back to link lists also.

What are thoughts on this. I know many say don't worry about se's this much and just build, but what are other thoughts.
