I have found that a great way to build forum acitivity is to buy advertisements at forums of a like mind.

I dont mean spam them, that's the worst thing you can do. It creates animosity.... but purchasing ads at already popular forums can be a great way to build your own forum community.

for what its worth though, the adult discussion boards that I have seen or been a member in the past are very difficult to moderate and maintain, as it can attract some really seedy folks.
