Community atmosphere you can certainly get with wp and plugins like disqus , and video tube like this you can also get for wp. Some of them are paid and some of them are free, google is your friend.
You can also want to check regular tube scripts like TubeX or MechBunny or dozen of other but by community I understand very simple and easy process of registration and logins to your site thus I would start with wp first. There are some good facebook, twitter, disqus and few other connect wp plugins that could give a any community site project a life.
