I agree, nothing like that will pass and if it does anyone making any real money will simply set up busniess off shore or in Canada or in Europe.

I would tend to agree that it won't pass, however lately a lot of things that limit freedom and defy common sense and freedom have indeed passed, which is why we should pay special attention and make sure it does not pass if we can.
