FPA = Full Page Ad
HPA = Half Page Ad

I really can't see a use for them on a free site. If you want to use a sponsor ad, go with an odd size or mag one. Don't have the ad take over the page though.

One of the things about FPA and HPA's that suck mostly is that they are a table with many links on them which can take you over your 3 outbound links allowed. If you feel you MUST use a FPA or HPA, take the ad and convert it into one solid image. Link that or use a text link to refernce to it.
