I generally like this idea, but I'd like to keep the number of outgoing links on the index page on some reasonable level - it means +/- 20 for me. So in this case the TOP link lists may get some "fresh wind" but other ones may die immediately.

I also think that the links from those index pages, that are on google's botom, have quite negligible impact (and this applies to most of the free site domains I think).
