Who will suffer in case you ban "russian" hosts?
-Honest russian webmasters (believe me the lion's share is honest)
-"Russian" hosts. Concerning hqhost.net I can say that this host is rather quality and has lots of clients (honest and dishonest as any big hosting company has).
-Link Lists. You will need to delete thousands of sites. Is it really what your surfers need?

Being the part of russian AWM community I come across and suffer from f*cking cheaters almost every week. And believe me they are smart and stubborn. Those who cheat your link lists will easily move to american hosts and with multiplied forces will cheat you, russian LLs or anybody else again.

Webmasters spend their time on creating free sites, buying/finding content, design (personally I buy some designs and spend money), arranging recip links (after checking if they were changed), checking rules changed, posting to aprox 100 LLs (2-3 hours). LL owners just have to check free site (1 min). I understand that you have tons of submissions every day to check, and you see tons of crap, and you are sick and tired of that. But we together doing something profitable to each other - you get links to list, we get traffic. Prohibition of submissions from "russian" hosts will extremely complicate your work. Cheater will post sites from a quantity hosts and you will not be able to track them. IMHO the only reasonable decision is to contact Tornado - manager of hqhost and to complain about every case of cheating. I am pretty sure that he is willing to do his best to kick cheaters from his host. Nobody loves cheaters!
