I've read the section on Geotargeting twice and am sure I will have to read it another 50 times before it makes since
Is it a hassle to setup? Is it worth it?

I spent a few years brokering advertising to the tourist industry in Ensenada and know through experience that the more detailed demographics I can offer, the easier the sales will be to the corporate accounts but if it's pain to setup and maintain forget it. It looks to me like I can easily use banner limitations to target banners for Mexicans, Military etc. and call that good enough
