Without processing fees, how would it pay for itself? Someone still has to pay Visa if they want to process their cards. What about hosting and support? Money, money, money. It's a noble idea, but it's like saying you don't like eating at Joe's, so you build a restaurant next door where only your friends can eat, but no one has to pay.
I've read a couple of articles in Klixxx magazine about global billing solutions, such as dialers. I do find it odd that more sponsors have not created a cascading billing system that includes dialers. I wonder if the stigma of the dialers that cheaters have used so heavely has kept honest programs from researching them more. What's the first thing you think of when you read the term 'dialers'?
