First the member country has to be informed and the case investigated. According to the europol framework an ISP is liable if they don't block access and the ISP block is meant to be an intermediate to prevent or halt illegal activities.

ps.. did you know that age in cp legislation is a lot different even in western countries? In Germany and Austria for instance, the age is 14 while in the UK and Netherlands its 18.
