Quick Question

I sent them a deposit for a small job 8 days ago and I've been getting a song and dance and no final product. I think this company just took my money, so I sent them an IM and email canceling the project now and requested them to send my money back through epassporte. I have one question can or will epassporte refund that money if this person has not produced goods or services??
