It has to do with where you're likely to find cheaters. By their very nature they are looking for free rides, the easy way out, something for nothing. You can get .biz and .info for less than $2, it's easier to find established domain names to rip off with .info and .biz. Naturally cheaters tend to gravitate towards these TLDs. I'm not suggesting all owners of .biz and .info are cheaters, but it's a case of a few dickheads ruining it for everybody.
