is the 1 submission per webmaster/company per day mean...if a WM is working for a 3rd party that he/she cannot submit sites for that individual as well as themselves?

Jester - that is correct - it means that no matter how many companies you work for - one webmaster=one submit per day and one company - no matter how many webmasters they have - gets one submit per day
