Is anyone from PB actually responding in this thread anymore?

I got the same issues with rejection emails. Good thing I checked here and then ran the check tool, because I was about to replace the recip and submit to another LL. Both sites that got the rejection email are in fact listed.

I actually checked PB for one of the FS and it is actually listed, so I guess it's some script error somewhere. I'll email them to let them know, but thought I'd mention it here so that other submitters won't make the mistake of removing the recips thinking that their site was actually rejected.
