Seriously, I think that every owner have his own sight at the problem of "good/bad" site. To my mind rules exist to show things all owners want to see in FS.
I think rules must exist, but if a submitter want to experimen, his initiative must be encouraged by owners, but instead it is rejected or banned. If it was that way, the ideal FS structure could be found by quickly. But... we have what we have
