your server is using smtp authentication. Most likely:

Tools, Accounts, Right-click, Properties. Click the server tab, Check the box that says 'My Server Uses Authentication'. Click the settings button, click the Radio button that says: 'Use same information as incoming'. Save the changes, close Outlook, reopen outlook and you should be able to send mail.

There's no "server" tab, just General and Advanced
