You'd think, at this juncture, that any vessel traveling in that area of the world would have its own team of heavily-armed mercenaries on board to thwart hijacking attempts by these filthy buggers. I'm fairly certain that no government would cry foul if a big oil tanker chose to sink any other vessel which made the mistake of approaching it. (It's not as if people board ships at sea to ask for directions.) And how the HOLY FUCK does a cargo ship loaded with T-72 tanks and munitions not have its own security force? All this time later, that ship is still in hands of Somali pirates. The world would be better off with that thing sitting on the floor of the ocean than under the control of dangerous thugs.
