True to some degree, but if the record companies don't make the money they want from the album sales then the band has to pay for it.

There are great bands out there that will spend the next 10 years (literally) touring to pay back record companies because their albums didn't sell enough.

The recording industry is in for some big changes, which I believe may actually benefit the bands. I think recording and distibution companies will slowly disappear and promoters will become the big players, with bands higher up in hierachy than they are now.
