VAT and affiliate programs?

I had an affiliate asking me about VAT and what he should do about it.

My initial response was I'm not an accountant, lawyer or anyone of any special interest that knows anything about anything and he would have to discuss with his accountant.

I also sent links to a couple of web articles on VAT and affiliate programs.

Is there a definitive resource site that I should refer affiliates to on questions of VAT?

I had to look it up - http://en.wikipedia.org/wiki/Value_added_tax - correct?

That definitely sounds like one for the accountant.

VAT varies from country to country. The affiliate could go to their country specific government website to maybe find more information of how VAT reporting works for that particular country.

Depending on your place of business you could even be held responsible for collecting VAT from your customers in other countries.

VAT & dealing with the government(s) would likely be something that would be collected by the sponsor rather than the affiliate acting as a third party!
