Don't make it tough on everyone, but be fair. If a regular submitter screws up, nudge them. If its a new submitter that almost has a clue, nudge them and give them a chance to meet your standards. You can keep the quality up and still have rules applied evenly. We all make mistakes, and you can certainly tell the difference between the occasional oops and the disregard for your rules.

You are always going to have a bunch that have no clue no matter what you do. If you allow that group to populate your link list, the overall quality goes way down. Do you get heavyhanded about it? Sometimes because this group does not always understand, and most of them don't care one little bit that you have rules or standards. They act as if you owe them a spot on your list, no matter what piece of crap they have put together, or how many blind links/ads/malware they have sprinkled all over it.

It all depends on what you want to offer your visitors -- tons and tons of sites, or well-chosen ones that show some quality.
