Non-sponsors' content questions.

I admit i'm pretty shy to ask these questions, but i need to know, so don't laught too loudly.
I want to buy a couple of so called exclusive photo sets for link lists for about 12-15 dollars. It will be the first time when i apply non-sponsors' content. But i'm not absolutely sure about how you use it in this case. I mean, you just create a new free site with purchased content and promote a certain sponsor's portal with alien material? They won't consider this as violation of rules?
Second. I understand, that i have more chances to get listed to LLs with purchased content, but it can be as overused as sponsors' one. How the hell do i know how many people have bought it from my seller. In general, does purchased material worth the results?
