That's a good question. I guess now it'll be all clear.
This is how it's today:

CHEATER

He is hosting his domains on a redirect server etc. But he has no good galleries to apply for partner status (often they have samples though) cuz he is not into making good galleries, hosting them on a reliable server, buying content, etc. How can he be listed? The thing is that CHEATER earns A LOT on his traffic, but how can he get traffic without being a partner on tgps? The only thing he can do is to BUY an account from a reseller.

RESELLER
-------------
He has some content and good samples but he is not into routins of building galleries on a daily basis at all - no time, no skills, no will, etc
So he preferrs to apply for patner status (from multiple domains/emails etc). When he gets an account he finds CHEATER and sells him the account together with the email address.


After having bought an account for $250 CHEATER submits his galleries (3 galleries a day on big tgps!!!) and gets LOTS of traffic and earns $400 cuz his redirect is smart and he gets banned after more then 1 day listings.



TOTALSUM
-------------
RESELLER has got easy $250
CHEATER has got $400-$250=$150 of easy $$$
TGP OWNER got fooled
Honest submitter gets screwed cuz TGPOWNER wants free partner accounts no more etc.


HOW IT ALL COULD BE:

The partner account allowed posting from only 3 domains. All of them were precisely assigned to this account: domain1.com, domain2.com, domain3.com. The RESELLER showed samples from all of those domains, TPOWNER knows the whois and stuff.
But RESELLER gets fooled cuz he cannot sell the domain to a CHEATER, cuz CHEATER will have to buy RESELLER's domains and set up a redirect script on them (not simple htaccess things at all). This takes time etc, besides RESELLER is not willing to sell his domain - it's active, it has content on it, it's the domain he can apply for partner status with.

RESELLER has a partneraccount he cannot resell
CHEATER has got no traffic without partner accounts
TGP OWNER is happy
HONEST SUBMITTER is happy cuz TGPOWNER loves free partner accounts :-)

Yes it is!

TGP cheaters don't tend to buy accounts from the tgp owners cuz they will have to use paypal, epassporte or cc BUT they either do not want to reveal their payment info or it's just not within their reach. And they are just not into having relations with tgp owners (how to pay, it it worth buying, etc) They prfer to have the guarantees from the RESELLER.

a cheat is a cheat is a cheat... partner accounts are a way to cut down on cheating... they will NOT stop it completely no matter what you do... even if you have your site 100% completely your own stuff people still rip you off... paid submits cut down on cheating and it gives the webmasters some reimbursment for the time they spend working against all the cheaters (time = money)

yes, partners are not all honest and some do try to cheat or sell their free partner accounts to some poor smuck for a few $$$.

i use a whois check now for every submit and compare it to the info given to me by the partner when the account was approved..
that has helped a lot...but nothing is perfect...

I have a question here... why not have paid submitter accounts, one domain only, all info must verify. That way if they do sell it and get banned, then its going to cut into their profit somewhat!

a sponsor at some point...
it may be something as simple as skiming sales

So there is one thing you can be totally sure of in this and really any buisness.....

Its just something that we all have came to live and deal with..

Its terriably sad that this is even a topic that we have to deal with

But all we can do is work hard tring to make sure that our sites are as clean as we can make them....
for some its a script, for some its partner accounts, for some its a real live human hummmmm yeah some sites still use those... :)

Why the hahaha? I don't think anyone doubted you that partner accounts get abused. You just never ever provided a better solution for anyone. All you did was say we were stupid for allowing partners. You'd prefer public submits instead?
