Is this considered a "blind link"?
 
Set my banner's URL to link to:
http://www.mydomain.com/out.php?sponsor=nastydollars&banner=03

to allow me to see which banner is the most effective with a impression:click-thru ratio.

If it is a regular banner or text link showing the site it is going to and it goes to that link then no. But some sites may not link to people using php, cgi ect to link out.

like ramster said it depends on what is linked not so much what the url is. you can mouseover the sponsor code anyway and most linklist owners dont mind a bit as long as it goes to that site

Your opening link tag should look something like that, and just close the link tag normally (obviously replace both URLs in that tag with your referring URL and the actual domain of the paysite)
