How often should/can free site templates be used?

How often can free sites (submitted by the same person) have the same template (with new content)?

i accept 5 templates and thats it, still i wonder why i have submitters,using the same template for a year ,submitting everyday and always get rejected by me |violin|

As often as you like, at Blue Wave. As long as the site is different and the content is different, I don't have any issues with templates.
