Guy submit the same site to 3 different niches. I have sent warning to them but he did do the same, after that I banned him. His nick is japamor his domain is http://www.japamor.com/

If he did that and you emailed him and he did it again I'd ban him.

What Ramster said. A lot of webmasters would just have banned him right away. At least you've given him a chance.
