like freesite A is one design and freesite B uses the template from freesite A but with different sets of pictures

Yes, but on a mass scale - I have 26 warning templates, 22 main templates & 35 gallery templates - so if I go in order, it'd be years before I used the same 3 on a free site.

I would'nt use it more than twice in a row. Better to do like Greenguy said, spread them out over time.
