ISPs would be required "to declare publicly whether or not they have taken, or are taking, appropriate technical steps to block access to web sites that contain child pornography" under a new law which has had its second reading in the House of Commons.

Now maybe my brain is not functioning today, but, if they know the site then why don't they just go take them out.

Actually, when you think about it, but this is a nonsense bill because the only real way to determine that a site has CP would be at the moment that criminal charges are filed. Other than that, there would be no way to be sure that the site in fact contained CP.

It is a nice little law doomed to accomplish nothing but make the MPs look good at the next election.

I was thinking after I posted that if they manage to somehow have ISPs start blocking based on a "blacklist", what's to stop them from sneaking porn sites, or others like moveon.org into the list.

my ISP is blocking CP.. but they ended up blocking the largest newspaper in norway today so its not perfect :)

how will this work anyway?? most CP i have been redirected too or get spammed with is on hkjdshfjhdfkj.com .info etc or on buymainstreamproducthighprdroppeddomain.com lol so how the fuck do they purpose this to work??

in Norway where the first ISP developed a filter (2002) Telenor worked with a special task force within the police. They have later developed the filter in conjunction with both Interpol and Europol.

I don't know how they come up with the sites to block, but Telenor reported an enormous amount of blocks (more than 5000 IP's a day in Norway alone) that still scares the shit out of me. So many people are surfing for this shit :/

In 2005 they implemented the filter on cellphones aswell.. so kudos to Telenor for their work!

It seems a lot like when schools jumped on the netnanny train. And then, one kid was trying to do a paper on Breast Cancer but all sites that mentioned "Breast" was blocked. No kind of filtering really works 100%.

So how can anyone block cp sites? If they do it with keywords in meta tags or even text on the page, they will take words that are used in everyday normal language. If they block something like pre-teen, there goes any family page or blog that talks about a Mother's problem with her pre-teen. The whole Lo lita thing drives me crazy. My sister in law is named Lo lita. She was named after her Mother's favorite book. Even we block the name :)

If they can find cp sites to block, why can't they find them and take the sites down?

First the member country has to be informed and the case investigated. According to the europol framework an ISP is liable if they don't block access and the ISP block is meant to be an intermediate to prevent or halt illegal activities.

ps.. did you know that age in cp legislation is a lot different even in western countries? In Germany and Austria for instance, the age is 14 while in the UK and Netherlands its 18.

I know that other countries have a different age of consent. So, I just read the article a little closer. It looks like a lot of isp's are already using this Cleanfeed filtering system. And am I wrong in thinking that the Internet Watch Foundation actually goes out and finds these cp sites? If that is true, I really have no problem with it. Keywords and the like won't work but, if someone does find a cp site and adds it to the filter, that could work. Although, I would think a lot of cp sites would still get through. And if a host is blocked for hosting cp, too bad for them. That is, as long as the host is allowed to rectify the problem before blocking. If there was no warning, imagine how easy it would be to put a host that you may not like out of business.
