Just wondering if there is ever an instance were this type of link ( target="_blank" ) would be useful on an LL, like for sponsor or hard links. Or is it better to avoid all together or if it’s just a matter of personal preference?

For sponsor and link trades with other LLs, you definately want them to open in the same window. For free site listings, I'd say that's a personal preference situation. I give the option for free sites be opened in the same window (by clicking the free site title) or a new window (by clicking on [NEW WINDOW] after the link description).
