Check out OT Cash it's a CCBill program but one of the best Pantyhose sites I've seen, with a great bunch of tools and superb customer service.

Most of the better quality content in this niche is going to be from indie solo sites, which are mostly CCBill. Many won't be pantyhose specific, but will feature pantyhose frequently. Check the Premium Sites list in the sidebar on Stocking Vixens for examples.
