I posted because I thought the wording was a little funny. I removed the ARS banner on my sig so my motives aren't questioned.

i think what the person meant was what is icq

icq is a way for people can talk over the internet and everybody that has icq has a number

so when i told mr lou to hit me up, that meant to give me a buzz
