If I remember correctly, .cm cost about 5 times as much as .com, so if you are right I doubt if he will be able to even get what he paid for it. However some people buy domains for the keywords in the name (the theory is that Google etc list sites higher if the keyword is in the domain name) so he may get a good price from someone who is buying for this reason and hasn't realised he can get the same benefit (assuming such benefit exists) from registering something like bobs-hardcore-site.com.
USA - In answer to your original question, it depends on who you can find and how rich they are. If you can find a buyer who thinks like I suggested some people might think, then you will get whatever they can afford. However, if you cannot - then what GG said (or even less).
