How can I make the drop down menu here
look like the drop down menu that's here?
Can it be done with html?

Your first example is just regular form tags.

Second example is using the YUI libraries

I used the YUI libraries to create the menu bar on this board. Here is anther website that I used it on.

Thanks Cleo but that's way over my head |huh
I don't need it to look exactly like the original but I need it to look neater than it does now. Is there any way I can make it look less boxy with just html?

Not really sure what you mean. If you are talking about the first two drop down menus on the first page that you posted you can style them with css but not all browsers will display the same way.

Be sure to check the results in a bunch of browsers. I tried something similar sometime ago and never got it to work reliably in all browsers.
