He was standing in the House of Commons (UK Congress) when someone decided to throw some kind of powder paintball at him.

It's amazing that people can actually get that close to do something like that. What allows people with powder to get that close but people with something a little more deadly stopped? I suspect just luck.

Looks like they need to beef up their security

It seems they found out who they were and that they were guests of the house of Lords. What does that tell you?
