Please explain "3 outside links" rule

I can't understand why so many links lists have this rule of a maximum 3 outside links per page.

I could understand if you don't want a page overly cluttered with banners and confusing links, but what's wrong with a money bar?

I'm not arguing with the rule or trying to change anyone's mind. I'd like to know the reason so I feel smart and not dumb.

Money bars just clutter up the pages - plus, your supposed to be selling the surfer on joining one site, not showing them a shitload of links to different niches that they're probably not interested in.
