can't get from PR3 to PR4

Hey gang,
I have been stuck at google PR 3 for awhile and can't get to PR4.
Any suggestions and/or assistance would be appreciated.

List your site at directories and exchange links with similar sites. And remember it's always harder to move up the next step than it was the with the previous. (if you care to exchange links just visit our home page and click the star)
