Everything with submitting is about getting traffic to your free sites, so a link list with no traffic is more or less useless, but a way to get submitters is putting a link to your LL in your sig...

Definately You need to learn some basic html skills, and I would recommend css aswell, css makes things easier and cleaner but it isn't a must. or as Oldbrad said, hire someone to do it all for You :)
