Although we get a lot of submissions that would fit in those categories, the webmasters keep submitting them to broader, crowded categories instead. If there's a good reason for that, it escapes me.

I can give you a simple answer, from my own point of view - laziness. Recip table maintenance is one of my most time-intensive efforts. It's far more efficient for me (in the short-term) to use a broad category for which I have an existing recip table than it is to create new tables. I realize I may be biting myself on the ass in the long term...but time is always at a premium.
I also would like to see my microniches better represented. When I get a moment, I go through and re-categorize....but I don't get a lot of moments.
