Since he is asking about css for seo, presumably he means using css to define a class of text and position it off the visible page.
While it hasn't come up a lot among LL people, I'm going to say that since it creates "invisible" text on the page at least some of the LL people will regard it as a potential risk.
Some probably won't mind, but some will, and those that will are likley to tell the others to watch out for your submissions, that you might try to sneak some banned words into your "invisible" text.
If you want to be safe, don't use it. "What the spider sees, the surfer should see", and in this case, what the reviewer sees, should be what is actually on the page.
