i dont think it gets added right away, after its reviewed and it says you are listed, they still have to finish reviewing the rest of the sites before they are all actually listed... that may be the reason.
usually i get tier 4, sometimes 3 sometimes 5, i build very clean sites though with more then the minimum photos, and usually my sites are within the top 10 in the teen category, for the day i get listed, and then slowly drop down... great traffic
i only wish i got listed the day after i submitted instead of 2 weeks hehe, but thats alright, they probably have alot of sites int he review queue
