I know someone else is gonna jump you for the overall generalzation about the reviewers - so Ill let them take care of that part - as far as submitting free sites to DMOZ, I dont believe Ive ever had one that was turned down (save one that was all hosted galleries LOL - and as soon as I fixed that to have some real galleries it was accepted)
You might be surprised, but the highest reason for not getting listed in my mind for most people is not reading the submit rules VERY CAREFULLY - things like repeating a word between the title and the description is just one example of not reading the submit rules - as long as you follow the rules its hard to get turned down.
