as you know - there are about 100 little things that affect the rankings of a page in the SE's - this is one of those things that seems like an easy way to improve that rank - but as usual - nothing is as easy as it seems.
For the original question on Mozilla browsers - seems the TGP software could be written to include a little description "on mouseover" like many of them do.
