If your description tag and keyword tag reflected the same words in the same order it would still depend on what the surfer types in.
Example: surfer types in "blah blah dining" you may come up on the top ten if you have good word dispersement on the page. However, if the surfer types in "Joes blah blah dining" then you would come closer to the #1 spot.
This is all very vague and general because I would have to see the page and see what you utilize for ranking. Plus each SE uses a slightly different ranking system. Which is why I build 10 different doorways for ten different SE's.
