It's really quite simple. The 1:1 ratio only relates to how you earn credits. In other words for every time you show a banner on your site you earn 1 credit.
So, if for what ever reason you don't show a banner on your site, your banner will still be shown somewhere else by using one of the free credits. Eventually the free credits will be used up and then it would be a true 1:1 exchange ratio, only showing your banner somewehre else when you show one on your site.
If it was a 1:2 ratio, you would need to show 2 bannes on your site to earn 1 credit.
