Pendo, there is a bigger problem then that: the question of why run a banner exchange if there is no way to make money? More importantly, how long would you provide servers and bandwidth to support a banner network that has no chance of making income?
Worse, you can go to the site and BUY more credits, which just lower the value of every banner display that much further... (50,000 credits for $25 which means for $25 you can pretty much put 25 people out of line).
1:1.25 or 1:1.5 would be workable... but 1:1 is just pointless.
