I'm afraid there are a lot of stories like that. I knew a guy that put three kids in hospital for getting his 14-year old daughter pregnant, giving her VD, and getting her hooked on heroin. They jailed him for 6-months and nothing happened to the kids (actually all 18+).
It's more important to catch motorists driving at 35mph in a 30 limit because that makes the government a few pounds that they can use to subsidise french farmers and provide support for indolent "asylum seekers".
