I'm actually not sure if the particular license of TM3 allows for a transfer!
As far as I understand it's a script which is only installed by the provider, and in any case they charge an server move fee - hence a move of a license from one owner to the next would be considered a new license! I'm sure you'll first have to work something out with TarPy...
