I would suggest revshare, but do not offer a %, offer an amount per minute. Eg 25c per Minute. The reason I say this is that most of the high volume webmasters I know only go revshare, and those are the sort you want (I can tell you from experience what a nightmare it is dealing with webmasters who only make a couple of sales a year and who are constantly emailing you to ask why you have not made a sale from the ten hits they sent you last week). However, as you said, most webmasters will not be interested in a % as low as the highest you can afford to offer. But if you play up the fact that they get 25c for every Minute they sell, they may not look into the amount you charge the punters and work out the %. Hopefully enough will think of the number of hours they can sell, multiply it by $15, and go for that.
